Deputy Minister of Finance of Georgia

Ms. Ekaterine Guntsadze is the Deputy Minister of Finance in charge of foreign relations and external financing. She was the Head of Budget Department at the Ministry of Finance of Georgia in 2015-2021 and overall has 16 year experience of working in PFM. She has been actively involved in the implementation of Public Finance Management reform and upgrading the budget system of Georgia.

She has been involved in developing different public policies and assessing the new reform agendas and initiatives in regards to country’s fiscal policy and budgetary constraints. Currently she is in charge of foreign relations on behalf of the MOF. She coordinates government’s cooperation with the IFIs and bilateral donors related to financing of investment projects and budget support programs. She is also the chair of the Public Finance Management Reform Council.

Ms. Guntsadze has worked with the WB Headquarters as a participant of the Voice Secondment Program. She was tasked to work on the portfolio of ECA (Europe and Central Asia) region.

She has worked with IMF as a short-term expert on Budget System issues. Ms. Guntsadze is also involved in capacity building and training programs provided by Academy of Ministry of Finance of Georgia and partner organizations both in Georgia and in ECA region.

Ms. Guntsadze holds Master’s Degree in Public Administration from Georgian Institute of Public Affairs (Tbilisi, Georgia).
