Mr. Richard is the Partner leading EY’s EMEIA Infrastructure Team in the Transactions space and has more than 20 years’ experience advising the public and private sectors on M&A, privatisation, PPPs, fund design and raising debt and equity.

Richard has experience operating in many different roles across the Infrastructure sector including infrastructure fund management, government, investment banking and wider lead financial advisory work. He has worked in a large number of EMEIA markets across Western Europe, CIS, Baltics, MENA, South Africa, India. Richard holds an MSc from Bristol University

Professinoal experience

• Advising on privatization of KTZh, the Kazakh national railway 
• Advised a start-up bank-sponsored infrastructure senior debt fund on investor relations, marketing / fund-raising and associated structuring issues 
• Strategic advice to UK institutional investors on accessing the infrastructure market (debt and equity investments) 
• Led a partnership working with institutional investors and financial and legal advisers to develop a new model of highly efficient and transparent investment vehicle 
• Advising a Canadian owner of a portfolio of infrastructure assets on governance and dispute management with co-investor partners plus strategic assessment of investments 
• Advising a bidder on their bid for the La Guardia Airport concession (strategic due diligence, support on consortium management issues including construction risk mitigation) 
• Responsible for managing 3iN’s approach to the transport sector, plus support for origination of primary social infrastructure / PPP mid-stream energy assets 
• Bid leader for 3iN on its consortium bid for Gatwick Airport 
• Bid leader for 3iN on its bid for a major UK port operator 
• Bid leader for 3iN on a portfolio of European port assets 
• Due diligence mentor for 3i India Infrastructure on a bid for major transport assets including ports and airport assets 
• Lead financial advisor to Luton Borough Council on financing and development of London Luton AirportFinancial advisor to Russian Federal government on Moscow - St Petersburg Highway
• Bid side lead financial advisory on Queen Alia Airport concession (Jordan)
• Sell-side lead financial advisor to local authority owners on the Leeds Bradford International Airport privatization
• Buy-side lead financial advisory on Manchester Airport’s acquisition of East Midlands and Bournemouth Airports
• Adviser to the UK Home Office on the Project Quantum IT PPP 
• Seconded to the UK’s Department of Trade & Industry to develop a new corporate structure, the Public Interest Company
• Lead financial adviser to BAA Group on financing Heathrow Terminal 5, group credit rating and regulatory review
• Co-lead financial adviser to the Portuguese government on the New Lisbon Airport Project
• Adviser to Dube Tradeport (KwazuluNatal) on the development of King Shaka intermodal logistics facilities
• Bid-side adviser on the UK’s Home Office Central London Accommodation PFI project
• Various credit committee applications for UK PFI projects (including hospitals)
• Bid-side adviser on Colchester Garrison PFI
• Bid-side adviser on London Underground Power PPP 
• Project appraisal and tariff design for disposal of  intermediate level nuclear waste (UK), modelling the whole tail of the UK nuclear fuel cycle
• Design (and desk-top testing) of electricity trading system
